Functions of the Speaker

  • The Speaker is the chairperson of the council
  • The Speaker is the highest officer who promotes and protects democracy through facilitation of robust debates and arrival at sufficient consensus
  • It is the Speaker`s role to ensure effective functioning of the council
  • Supervise council proceedings
  • Must ensure compliance in the council and committees with the code of conduct
  • Must ensurethat the council meetings are conducted in accordance with the rules and orders of the council
  • Determine the date, time and venue of ordinary and special meetings
