
Key to that is:
- the IDP
- Public Participation
- Administration
- Performance Management System; and
- Service delivery etc.
The tune is taken from the Systems Act to develop its key priorities of:
- Agriculture;
- Water services;
- Infrastructure;
- Economic Development; and,
- Related services.
This was confirmed by the State of the Nation Address (SONA), the State of the Province Address (SOPA) and the State of the District Address (SODA). The IDP is then developed, a programme designed to deal with the priorities mentioned by communities for the five year period.
That is then reduced into an annually reviewed IDP aligned to the PGDP (Provincial Growth and Development Strategy) and NSDP (National Spatial Development Strategy). The IDP has projects priorities in the technical Services, IPED, Health and community Services supported by Finance, Corporate Services, ICT, Internal Audit, Communications, Supply Chain Management and Disaster Management.
It is the duty of the Municipal Manager to ensure that:
- There is strategic leadership in the organization to meet the goals of the institution.
- Integration of services to make sure that there is no silo-operation.
- Co-ordination of services and functions.
All that should happen such that all five departments and sections work seamlessly in the provision of services in the context of developmental local government. The enhancement of Engineering Dept., Corporate Services, Finance, Communications, ICT, Internal Audit, Supply Chain Management, Disaster Management and configure Health functions and Community Services is essential.
The configuration is as a result of the Environmental Health to Chris Hani District Municipality and agency functionary of primary Health Services remaining with the Province.
