Speaker of Council
South Africa is twelve years old. A child of twelve years still needs nurturing and serious guidance so as to be able to deal with challenges of adolescence. It is the poor of this country who shall jealously guide and nurture the child to be what they want it to be-a South Africa that serves the interests of poor and needy.

That is why the duty of all Speakers on legislative institutions needs to make sure that:

  • People own their freedom,
  • They participate in Imbizo’s,
  • They should project what is theirs,
  • They should be capacitated.

It is the duty of Council to make sure that happens. Through taking decisions that enhances such key elements of our democracy. Councillors are deployed into various Standing Committees to make sure that they raise issues, debate, discuss and recommended properly to Council.

As they undertake such a dialogue, it is moving to mention that we have guided Council effectively on issues like:

  • Budget debate and approval
  • IDP discussion and approval
  • Equalization of Levies debate and approval
  • Policies debate and approval

The Municipal Finance Management Act no 56 of 2003 is going to challenge Council on:

  • Procurement. Councillors would be expected to move out of procurement processes and play the role of oversight. There is a need to capacitate Councillors on that responsibility and make sure that do not cross the line. The structures and systems would need to be in place.
  • Audit Committee. It is again expected that Councillors move out of Auditing Committees and play a role of interrogating the (internal audit) auditing plans and report on the various risks identified and response thereof managers. Again the issue of enabling Councillors, Systems and structures to do so are important.

It is our great pleasure to mention that the plans are in the advanced stages to deal with those challenges for the better. It is also our pleasure to report that all our standing Committees, Mayoral Committees and Council Meetings did meet the scheduled. We did encounter some problems of non- attendance in certain Standing Committees.

The Chairpersons of those standing Committees have attended to such problem. The program of Community Outreach, Imbizo and visit to targeted Municipalities were a success. It is our intent to continue doing that so that our communities become part of governance.

Let us take our shovels and spades and get work to be better the lives in our communities.
