The past generation entirely lived their lives to fight the white minority rule for a better South Africa. These words were echoed by speakers at the Chris Hani and O.R Tambo Memorial Lecture held in Cofimvaba today in honour of the selfless contribution to the liberation of this country.

Addressing the fully packed Cofimvaba High School hall, the main speaker of the day and the Hounourable Premier, Mr Phumulo Masualle urged participants to uphold the legacy of the past generation sayin “ let us reposition ourselves  and be geared to fight for the betterment of our people. We must find our mission and complete it without betraying our mandate in their name”, he also said.
Over three thousand people gathered at the Cofimvaba High School hall attending a Memorial Lecture held in honour of O.R Tambo and Chris Hani today. The memorial lecture was aimed to celebrate the lives of these great men and our late heroes of the struggle. These giants, whose contribution to the liberation our country is well documented and known by many, committed their lives to free South Africa from oppression and minority rule.

Participants at the fully packed hall heared how the Chris Hani District Municipality planned to celebrate the month of April known as the Heroes Month.

The Executive Mayor; Cllr Koliswa Vimbayo, hailed these gallant stalwarts of the liberation movement as selfless and patriots. “As 2017 is known as the year of OR Tambo, it also marks the 24th anniversary since the brutal assassination of Chris Hani whose life was cowardly put to an end by right wing militants on this day in 2013. This day also marks the year since the CHDM Council resolved to declare the month of April as Chris Hani month”, she said. She also said, “in paying tribute to this giant we must ensure that we truly define his legacy in action. As leaders we have a responsibility to advance jis ideals and to serve our community in a responsible manner and without fail or favour”.

An educational video on the life and times of Chris Hani screened moments before the main speaker changed the mood of the audience from jovial to a complete silence. This was followed by pictures of Service delivery initiatives by government  within the district which demontrated commitment to his values. The activities for Chris Hani month will run until end of April.

The Executive Mayor of the CHDM, Cllr Kholiswa Vimbayo, outlined the Chris Hani Month Programme in a media briefing on Friday flanked by her Mayoral Committee. The programme which commenced in 2008 will see the CHDM local communities participate in a number of activities lined up for the month.

In 2008, the CHDM Council resolved to declare the month of April as Chris Hani month and be celebrated annually. A befitting overarching theme for Chris Hani Month was also adopted as “Defining the legacy of Chris Hani in action”.  Sub-themes aligned to this overarching theme are developed each calendar year.

This year the Chris Hani Month is celebrated under the theme “Together Advancing Chris Hani’s ideals in every community”. 2017 marks the 9th Chris Hani Celebrations in the area and the 24th year since his brutal assassination.

To commemorate this month, a number of events are organised in various municipalities across the District. The events range from showcasing service delivery initiatives, launching of projects, sport activities, delivering memorial lectures and promoting local economic development. These efforts are part of encouraging community interaction aimed to educate and create awareness on the significance of the liberation struggle and liberation icons and promote social cohesion.

As Chris Tembisile Hani was laid to rest at Ekurhuleni Metropolitan in Gauteng, a delegation from the CHDM is joining Ekurhuleni Metropolitan for his commemoration scheduled for today, 10th April 2017. These two municipalities will also revive their agreement to reinforce a partnership that facilitates collaboration on specific areas such as skills development and exchange visits during the month of April.

The Executive Mayor of the Chris Hani District Municipality Cllr. Kholiswa Vimbayo has embarked on a process of developing a Five Year (2017-2022) IDP and for drafting of the Budget for 2017/18 to 2019/20 for the district.

CHDM therefore is intending to conduct IDP/Budget Roadshow in all Local Municipalities within the district and this is an opportunity for the Municipality to present the Draft 2017-2022 IDP and Budget for the 2017-2020 MTREF which were compiled following a highly inclusive consultative process.

The CHDM Council approved the 2017-2022 Draft IDP and Budget on 22nd March 2017 for further comments and inputs from stakeholders and communities. The IDP/Budget Roadshow also provides the community with the opportunity to engage with their councillors and municipal officials on issues affecting the Integrated Development Plan and the Budget. All stakeholders and community members of CHDM are therefore invited to these sessions as reflected below.

Premier Phumulo Masualle with Members of the Executive Council (MEC) launched War rooms in Chris Hani District Municipality. The launch was held in Matyantya village on Friday 17 March where 59 out of 110 wards were confirmed as having legitimate Ward War rooms.

In his address, the Premier said “This is not the first launch of Masiphathisane that I’ve attended but I can confirm that CHDM has brought the best programme yet. The fact that there are community halls is most wards help to enhance the programme. This morning I attended four ward war room meetings there were instances where I got dismayed: In Vaalbank village of ward 8 we learnt that a state of the art clinic was constructed and completed and is not yet in use and is not even electrified. In ward 6 we heard that fencing material was delivered for to protect the dam and after months since the delivery nothing has been done. These have to be fixed within 2 weeks. I am however satisfied with the level of discussion in war rooms.

The tent in Matyantya was filled to capacity with all Local Municipalities represented by people from various walks of life all participating in the Masiphathisane programme which has established war rooms in wards, Local and District Municipalities. Masiphathisane is a government initiative of enhancing service delivery through ensuring participation by all stakeholders in all government initiatives. This programme, usually referred to as war rooms (a sequel of the war-on-poverty programme) ensures stakeholders like traditional leaders, churches, government organizations, state-owned enterprises, youth etc. all take part in governance.

In appreciation of the work done, CHDM Executive Mayor Kholiswa Vimbayo said “We are encouraged by how our wards have heeded the call to establish war rooms. We will not become complacent, we will make sure that all 110 wards in this district have established war rooms and that these war rooms are effective and used as tools to bring services and information to the people”

All Municipalities have played their role in establishing ward war rooms and so far only Emalahleni Local Municipality has established war rooms in all 17 wards. The programme of establishing war rooms will still continue.



Eastern Cape Premier Mr. Phumulo Masualle, Members of the Executive Council (MECs) Executive Mayor and Mayors will on Friday, 17 March 2017 officially open 17 War-Rooms in Lady Frere; Emalahleni Local Municipality; Chris Hani District, as part of Operation Masiphathisane roll out. The launch of War Rooms on the day will precede a community engagement which will be held at Mtirara Senior Secondary School in Matyantya Administrative Area, Lady Frere.

The event on Friday will follow launches of 10 War Rooms by MECs and Mayors in each of the other five local municipalities in Chris Hani District, i.e. Enoch Mgijima; Ngcobo; Sakhisizwe; Nxuba Yethemba and Intsika Yethu Local Municipalities; tomorrow, Thursday 16 March 2017. With all these launches, Chris Hani District Municipality will then boast with 67 War-Rooms.

This is part of the broader roll out of Operation Masiphathisane’s War-Rooms across the Province. War-Rooms are Ward based and all-inclusive structures with all relevant stakeholders to deal with all social ills and wage war against poverty, unemployment, corruption and underdevelopment in general. They endeavour to bring together communities, and government departments from all spheres of governance to plan, monitor and evaluate service delivery programmes at a Municipality Ward level. This initiative was officially launched in May of 2016.  It is a fulfillment of the pronouncements made by Premier Masualle to establish these structures during his 2016 Budget and Policy Speech.

The Executive Mayors of Chris Hani and Joe Gqabi District Municipalities will co-host a luncheon to honour a visit by His Excellency, Mr Javier F Figueroa, Ambassador of the Republic of Argentina and the country’s President of Commercial Industries with other Commercial Farming leaders.


The delegation is visiting the two district municipalities to pursue and implement the heads of agreement of the Bilateral Agreement on Cooperation in the field of Agriculture signed in 2013 between the Government of the Republic of South Africa and the Government of Republic of Argentina.  Amongst the key elements of the agreement is the establishment of Rural Agro-Industries and Financial Initiative (RAFI).


This is a sequel to a business to business engagement undertaken at a district level in 2016 to the Republic of Argentina aimed at lobbying for strategic business partners to take part in the Agricultural activities in the district following challenges of stagnant growth and high mortality rate of agricultural co-operatives within the Chris Hani Co-operative Development Centre support system and lastly to secure future markets and possible investments.
