INVITATION FOR INPUTS AND COMMENTS ON THE 2017/2018 DRAFT TARIFF STRUCTURE PROPOSAL

NOTICE IS HEREBY GIVEN IN TERMS OF SECTIONS 17, 21 and 95 OF THE LOCAL GOVERNMENT MUNICIPAL SYSTEMS ACT NO 32 OF 2000, AS AMENDED AND SECTIONS 17, 21, 22, 23 and 24 OF THE MUNICIPAL FINANCE MANAGEMENT ACT NO 56 OF 2003

This notice serves to inform the public and stakeholders that Chris Hani District Municipality has reviewed the current Tariffs and is proposing an inflation linked increase to the tariff structure. The public and stakeholders are hereby invited to submit comments and inputs on the Draft Proposal for the 2017/2018 Tariffs to be considered before final approval by Council during May 2017. 

Chris Hani District Municipality proposes a consumer price index (CPIX) based increase of 6.1 % on all Water & Sanitation and Municipal Health Services tariffs to be implemented for the 2017 /2018 financial year as detailed below.

Shiloh vineyard to give local economy a boost

An initiative started by the Chris Hani District Municipality in 2012 by planting 5ha of grapes in the Shiloh Irrigation Scheme has resulted in the first community wine ever produced in the Eastern Cape Province. The vineyard run by the Mayime Cooperative is located in the Enoch Mgijima Municipality and is one of the successful programmes of the Shiloh Irrigation Scheme with 395 beneficiaries.

The Executive Mayor, Cllr Koliswa Vimbayo, led a high powered delegation to the Western Cape in Stellenbosch in a bid to explore possible avenues for the winery to become a success. The visit to Lategaanskop, Bergsig and Botha Kelder wineries is aimed to draw experience from knowledgeable growers and wine producers in the area.

An additional 7ha of grapes was planted in 2015 through an investment led by the Chris Hani Development Agency. This also included procurement of tractors and equipment for the vineyard.

The Shiloh Vineyard currently provides employment to 20 people for general maintenance which includes weeding, prunning and spraying.  It is producing two types of wine and these are Chardonnay (white wine) and Pinotag (red wine).

Through a partnership with Farm Vision the plan is to plant about 100 ha over a five year period. This partnership will also see the construction of a 100 tons winery in the Shilor Irrigation Scheme aimed to create more jobs in the winery and vineyard. Critical to this the Mayime Cooperative are the major shareholders in this partnership.

“Approximately R10,5 million investment is required to build a winery in the Shilo Vineyard and a further investment to build the primary agriculture in those areas. The intention is to ensure that the complete value chain which leads up to bottling and labeling happens within the precincts. This will also give a major boost to the local economy”, the Executive Mayor also added.

The district municipality through the Chris Hani Development Agency has developed a business plan to raise funding for the establishment of the winery. The Shilo Vineyard will be launched next week on 19 March 2017 in Whittlesea.

The Gwede Mantashe Foundation hosts a soccer tournament in Queenstown

The Dumpy Adams Sports Complex in Alovale (Queenstown) will come alive on Easter-weekend with the Gwede Mantashe Soccer Tournament which will be held over three days.

The annual tournament which aims to identify talent and develop sport in rural and semi-rural areas will start on Saturday the 15th and end will culminate with the final on Monday the 17th of April 2017. On the day, the patron of the foundation, Gwede Mantashe will swap his suits for the soccer kit and participate in the matches.

Caswell Mokoena, COO of the Gwede Mantashe Foundation (GMF) said he trusts that the tournament will go a long way in developing sport in the area of Alovale. “As the foundation, we saw it befitting that we bring the tournament to the Chris Hani region, which is part of the area where our Patron (Gwede Mantashe) hails from. The tournament was previously held in Venda which is over 1000 kilometres away from Queenstown and that demonstrates our mission to cover the length and breathe of the country. We are grateful that the Chris Hani District Municipality has welcomed this initiative. It’s only through partnerships with the local government that we can truly impact on the lives of the residents”.

It will not be all fun and games when the tournament takes place but life-skills sessions and soccer clinics will be conducted with the help of ex-football professionals. Some of the football legends that will talk to the players include former Orlando Pirates and Bafana Bafana players, Steve “Chippa” Lekolea and Benedict “Tso” Vilakazi. “Talent can be found in the less glamorous places and with the help of the legends, we trust that we will identify talent and give the chosen players a

platform to develop their talent further. Whenever we host the tournaments, we work with the relevant stakeholders, hence we have partnered with SAFA Easter Cape (who are the custodians of football in the region). Through SAFA, we will be able to screen the players and the Chris Hani Distric Municipality will monitor that the players are given the necessary support. Our work is to recognize talent in others and giving them the platform to shine”, concluded Mokoena.

Entrance for the games is free and the community of Alovale is expected to come and support local talent. The organizers believe that tournament will promote social cohesion in the process. The games will kick off at 09h00 each day.

CHRIS HANI DISTRICT MUNICIPALITY 2017-2022 IDP/BUDGET ROADSHOW/ STAKEHOLDER ENGAGEMENT

The Executive Mayor of the Chris Hani District Municipality Cllr. Kholiswa Vimbayo has embarked on a process of developing a Five Year (2017-2022) IDP and for drafting of the Budget for 2017/18 to 2019/20 for the district.

CHDM therefore is intending to conduct IDP/Budget Roadshow in all Local Municipalities within the district and this is an opportunity for the Municipality to present the Draft 2017-2022 IDP and Budget for the 2017-2020 MTREF which were compiled following a highly inclusive consultative process.

The CHDM Council approved the 2017-2022 Draft IDP and Budget on 22nd March 2017 for further comments and inputs from stakeholders and communities. The IDP/Budget Roadshow also provides the community with the opportunity to engage with their councillors and municipal officials on issues affecting the Integrated Development Plan and the Budget. All stakeholders and community members of CHDM are therefore invited to these sessions as reflected below.

Celebrating the Legacy of Chris Hani

 In celebrating the life of Chris Hani, CHDM will embark on a series of activities from 1 to 30 April 2017. The activities are spread throughout the local municipalities within the area of jurisdiction.

The celebrations take the form of showcasing service delivery initiatives, in the process, encouraging community interaction; educate and create awareness on the significance of the liberation struggle, and revive our commitment to the values of Chris Hani

The Executive Mayor, Councillor Koliswa Vimbayo and her Mayoral Committee, in partnership with local municipalities invites Chris Hani DM Community to witness, amongst others, the hand- over of multi-million projects such as ; Elliot Polar Park Phase 3 water reticulation, Shiloh vineyard project; Hewu phase 6 Sawutiya reticulation; Memorial lectures commemorating Chris Tembisile Hani and our flagship Chris Hani Freedom Marathon.
