SALGA Multi-Disciplinary Audit Support Programme

South African Local Government Association (SALGA)‘s Multi-Disciplinary Audit Support Programme is underway at Komani for Chris Hani District Municipality.
This programme follows a multidisciplinary approach that is based on 4 pillars: Institutional Capacity, Financial Management, Leadership, and Governance, and is aimed at supporting municipalities to improve and sustain the improvements of audit outcomes.
All directors and management affected by these pillars are currently gathered in our Council Chambers to table presentations following the guide below:
1. Governance – the functionality of municipal governance structures and own assessment of the state of relations between the administration and political leadership.
2. Institutional Development and Industrial Relations – overview of the institutional architecture of the municipality and a frank analysis of alignment between the actual structure and the constitutional and legislative mandate of the municipality, and own assessment of the state of relations with organised labour.
3. Financial Resilience and Sustainability – Three-year comparative analysis of the municipality’s audit outcomes and own assessment of the municipality’s financial resilience and sustainability.
4. State of Service Delivery and Infrastructure – overview of the state of access to basic services in the municipality and an overview of the municipality’s infrastructure and services delivery backlog.
5. Planning and Economic Development – own assessment of the levels of compliance with SPLUMA and other planning prescripts, and an overview of the municipality’s investment promotion strategies.
6. Community Development and Related Services – overview of the municipality’s state of safety for both citizenry and infrastructure, and the state of the municipality’s parks, recreational facilities and social amenities.
This is an ongoing support programme rendered by SALGA to municipalities across the nation.
