INVITATION FOR INPUTS AND COMMENTS ON THE 2017/2018 DRAFT TARIFF STRUCTURE PROPOSAL

NOTICE IS HEREBY GIVEN IN TERMS OF SECTIONS 17, 21 and 95 OF THE LOCAL GOVERNMENT MUNICIPAL SYSTEMS ACT NO 32 OF 2000, AS AMENDED AND SECTIONS 17, 21, 22, 23 and 24 OF THE MUNICIPAL FINANCE MANAGEMENT ACT NO 56 OF 2003

This notice serves to inform the public and stakeholders that Chris Hani District Municipality has reviewed the current Tariffs and is proposing an inflation linked increase to the tariff structure. The public and stakeholders are hereby invited to submit comments and inputs on the Draft Proposal for the 2017/2018 Tariffs to be considered before final approval by Council during May 2017. 

Chris Hani District Municipality proposes a consumer price index (CPIX) based increase of 6.1 % on all Water & Sanitation and Municipal Health Services tariffs to be implemented for the 2017 /2018 financial year as detailed below.

The Draft Tariff Structure for 2017/2018 will also be are available at all the Chris Hani District Municipality Offices throughout the Chris Hani District or  to download the draft tariffs  please click here

Written comments and input on the Proposed Tariff Structure should be directed to the office of the Municipal Manager through any of the following methods:

CHRIS HANI AND O.R. TAMBO HAILED AS STRUGGLE HEROES

The past generation entirely lived their lives to fight the white minority rule for a better South Africa. These words were echoed by speakers at the Chris Hani and O.R Tambo Memorial Lecture held in Cofimvaba today in honour of the selfless contribution to the liberation of this country.

Addressing the fully packed Cofimvaba High School hall, the main speaker of the day and the Hounourable Premier, Mr Phumulo Masualle urged participants to uphold the legacy of the past generation sayin “ let us reposition ourselves  and be geared to fight for the betterment of our people. We must find our mission and complete it without betraying our mandate in their name”, he also said.
Over three thousand people gathered at the Cofimvaba High School hall attending a Memorial Lecture held in honour of O.R Tambo and Chris Hani today. The memorial lecture was aimed to celebrate the lives of these great men and our late heroes of the struggle. These giants, whose contribution to the liberation our country is well documented and known by many, committed their lives to free South Africa from oppression and minority rule.

Participants at the fully packed hall heared how the Chris Hani District Municipality planned to celebrate the month of April known as the Heroes Month.

The Executive Mayor; Cllr Koliswa Vimbayo, hailed these gallant stalwarts of the liberation movement as selfless and patriots. “As 2017 is known as the year of OR Tambo, it also marks the 24th anniversary since the brutal assassination of Chris Hani whose life was cowardly put to an end by right wing militants on this day in 2013. This day also marks the year since the CHDM Council resolved to declare the month of April as Chris Hani month”, she said. She also said, “in paying tribute to this giant we must ensure that we truly define his legacy in action. As leaders we have a responsibility to advance jis ideals and to serve our community in a responsible manner and without fail or favour”.

An educational video on the life and times of Chris Hani screened moments before the main speaker changed the mood of the audience from jovial to a complete silence. This was followed by pictures of Service delivery initiatives by government  within the district which demontrated commitment to his values. The activities for Chris Hani month will run until end of April.

The Gwede Mantashe Foundation hosts a soccer tournament in Queenstown

The Dumpy Adams Sports Complex in Alovale (Queenstown) will come alive on Easter-weekend with the Gwede Mantashe Soccer Tournament which will be held over three days.

The annual tournament which aims to identify talent and develop sport in rural and semi-rural areas will start on Saturday the 15th and end will culminate with the final on Monday the 17th of April 2017. On the day, the patron of the foundation, Gwede Mantashe will swap his suits for the soccer kit and participate in the matches.

Caswell Mokoena, COO of the Gwede Mantashe Foundation (GMF) said he trusts that the tournament will go a long way in developing sport in the area of Alovale. “As the foundation, we saw it befitting that we bring the tournament to the Chris Hani region, which is part of the area where our Patron (Gwede Mantashe) hails from. The tournament was previously held in Venda which is over 1000 kilometres away from Queenstown and that demonstrates our mission to cover the length and breathe of the country. We are grateful that the Chris Hani District Municipality has welcomed this initiative. It’s only through partnerships with the local government that we can truly impact on the lives of the residents”.

It will not be all fun and games when the tournament takes place but life-skills sessions and soccer clinics will be conducted with the help of ex-football professionals. Some of the football legends that will talk to the players include former Orlando Pirates and Bafana Bafana players, Steve “Chippa” Lekolea and Benedict “Tso” Vilakazi. “Talent can be found in the less glamorous places and with the help of the legends, we trust that we will identify talent and give the chosen players a

platform to develop their talent further. Whenever we host the tournaments, we work with the relevant stakeholders, hence we have partnered with SAFA Easter Cape (who are the custodians of football in the region). Through SAFA, we will be able to screen the players and the Chris Hani Distric Municipality will monitor that the players are given the necessary support. Our work is to recognize talent in others and giving them the platform to shine”, concluded Mokoena.

Entrance for the games is free and the community of Alovale is expected to come and support local talent. The organizers believe that tournament will promote social cohesion in the process. The games will kick off at 09h00 each day.

CHDM GEARS UP FOR THE 9TH CHRIS HANI MONTH CELEBRATIONS

The Executive Mayor of the CHDM, Cllr Kholiswa Vimbayo, outlined the Chris Hani Month Programme in a media briefing on Friday flanked by her Mayoral Committee. The programme which commenced in 2008 will see the CHDM local communities participate in a number of activities lined up for the month.

In 2008, the CHDM Council resolved to declare the month of April as Chris Hani month and be celebrated annually. A befitting overarching theme for Chris Hani Month was also adopted as “Defining the legacy of Chris Hani in action”.  Sub-themes aligned to this overarching theme are developed each calendar year.

This year the Chris Hani Month is celebrated under the theme “Together Advancing Chris Hani’s ideals in every community”. 2017 marks the 9th Chris Hani Celebrations in the area and the 24th year since his brutal assassination.

To commemorate this month, a number of events are organised in various municipalities across the District. The events range from showcasing service delivery initiatives, launching of projects, sport activities, delivering memorial lectures and promoting local economic development. These efforts are part of encouraging community interaction aimed to educate and create awareness on the significance of the liberation struggle and liberation icons and promote social cohesion.

As Chris Tembisile Hani was laid to rest at Ekurhuleni Metropolitan in Gauteng, a delegation from the CHDM is joining Ekurhuleni Metropolitan for his commemoration scheduled for today, 10th April 2017. These two municipalities will also revive their agreement to reinforce a partnership that facilitates collaboration on specific areas such as skills development and exchange visits during the month of April.
